Can a Toyota Corolla 2006 XLi 1.8 be without 'power steeting'?

Can a Toyota Corolla 2006 XLi 1.8 be without 'power steeting'?

I wanted to buy a Corolla 2006 XLi today and the steering wheel was very hard to control. I forgot to ask to the owner, but I wonder if Toyota has stopped producing cars without 'power steering' after 2000? I heard that all Toyota cars, produced after 2000 and maybe even before, are equipped with 'power steering'.

If it has 'power steering' what can the problem be?

Please help!

may be the power steering pump/reservoir or even the pipe could be leaking fluid out. if it's completely out of oil, it will not make any sound. but, it will be hard to control. i.e, like w/o ps.

Check the power steering fluid, maybe its leaking, and that over a long period of time causes the steering wheel to harden.
The best thing to do is to check it, and if its under the normal level, take it somewhere and let them check if there is a leek.
Cheers
