What you want? Do you want to transfer the ownership of vehicle, clarify more clearly.

Your question is not clear . Please ask properly . If you want to buy a second hand vehicle . You have to take an NOC from your employer . You need the change the insurance in your name from the seller's name.Please make sure owner should clear all finacial liability and no traffic fine . With Seller NOC, your NOC , Registration paper , go to any registration office with payment of QR200 . Only thing you have to type a transfer letter in Arabic ( Typing service is available at the registration office ) which need to be submitted to the counter.

Go to any police station(better Madinat Galiffa)there will be some typing persons.fill the form (Buyer and seller id details).Go to Registration counter.They will ask you clear to pay if any Fine are there(seller side).
Buyer has to remit 100QR for registration.

Thanks a lot for all yours answeres,

Question is How to transfer ownership of the Vechicle, if the previous owner isnt staying in Qatar, but has a valid RP.

As I understand from the answeres it seems its a must for previous owner to be presenced in traffic department

If anyone knows, please let me know
