Question about engine performance from German Computer Car center

When the German Car computer center gives a certificate with an engine performance of 95%, I do understand that it will perform 5% less than its factory condition.

But I just wanted to know - how bad is 95% ? And what is an acceptable engine performance percentage ?

My Dear 95% means that the engine is brand new cause when u buy new car it will go out from the agency with 99% and after passing some round-abouts by suddenly pushing to the acceleration it will be 98% so 95% is great for used car
