can i use my samsung phone for navigation at a place without a net work coverage

Yes you can! If your phone is an android phone, you can install Sygic and download the Qatar map.(and any map you like) I'm using it as a map when driving in doha. :-)
but some new streets are not updated. btw, Sygic app is free for 5days. you have to pay for the full app. (or download it to some *cough* websites)

Unlike the Nokia phones, Samsung (Android) requires a data connection (WIFI/3G/GPRS) for the maps to work. Offline maps functionality are limited when compared to Nokia. For free lifetime navigation anywhere in the world, OVI Maps (Nokia) is currently the best in market!
