Make a formal complaint to the Qatar Central Bank and send a copy of the letter to HSBC so that they know about it.

That was a very serious mistake they've done, go to the manager and complain about it with all the proofs if you have it.

I deal with this bank as part of my work. I think they are NOT professional, their customer service skills is so bad.

Very doubtful sir; HSBC most certainly will not do so except on demand by regulatory bodies. If it's regulatory, they have to...

Yes its true!
It happened also from my side..

I was applying for a facility from my home country and they called up the bank, where my statement was issued.
And they release all my other details.

it depends on who this "third party" is. If it is a Revenue agency from your country which is monitoring income of the citizens aboard, i think it became legal lately.. no more :tax heaven" any more, everyone has to declare all his/her income. Especially such venal banks as HSBC, no wondering.. I never liked them anyway...
If this is not connected to the Income Tax monitoring, it supoose to be considered as a crime i guess...

There will be a "privacy policy" or info disclosure policy - you can check in their website and there they might have given details of what information will be shared to third parties n other stuff. "Fine prints - Most of us might have clicked " i agree" w/o reading all those stuffs.
