How to get BALDIAH attestation of house rental agreement

Dear friends,

I am living in a rented house.my family now in visit visa.To apply RP visa for my family ,as per new rule i have tried to get baldiah attestation of my house rental agreement. But they asking NOC letter from the owner of the villa(ARAB).

But the house rental agreement is not in between me and arab.Another one person rented from the arab and he rented me the house. electricity and water is in middle person name.
The question is if the arab give the NOC ,is it ok for get attestation from Baldiah.

I'd guess it depends on whether or not your subletting this villa is legal, that is, within the contract by the owner and the first renter.
