for what purpose you need police clearance certificate from Saudi, is it for immigration purpose? If yes, to which country you are migrating, Australia or Canada? As per the current law, the PCCs are issued only to the local residents in Saudi Arabia. They are not being issued to the residents who have lived in the past. If it is for canada immigration, please log on to www.canadavisa.com. Under Saudi Arabia, you will see the complete process.
