Pros: None that I can think of.

Cons: Tire balance will be outta whack and when you drive over 30kh you will feel wobble in the steering because centrifugal force is going to push the water to one spot in the wheel causing a huge imbalance. In the end you will probably crash or have a blow out and end up dead, injured or maimed with a wrecked car.

Or something like that.

tyre gets all wobbly like abuamerican said n i dont think you can even drive with it..let alone speed..tyre's will burst n your car will spin out of control..
