Philippine is compose of 3 major provinces...it's not only manila..don't judge philippines if you only visted manila cause for sure you cant't appreciate that much..try to visit the southern part or even in the north when you can see the a real sense of Nature..and sure you can appreciate that..go travel before you comment... What makes it the most beautiful? It's gotta be Manila! The slums by the train tracks, the litter all over the streets, the brutal traffic and crazy jeepneys... Manila for sure! ;) To echo the earlier statements, it's the people - the people who all take time to vote it up to the top ;) These surveys are silly. I think you'd need to have a hundred people who've been to ALL those places to make a proper judgment call about which is the best! On a side note, at least it highlights some nice places to visit!
