Anyone knows if can enter Qatar under visit visa then apply US Visa?

Does anyone knows if visit visa holder can apply US Visa under petition? my friend is planning to enter qatar and apply US Visa especially both parents are green card holder and due to years passed for petition applied in Phils and until now they couldn't get approval...

no. one must apply for Visa from his country of residence. visit visa = visiting qatar = not resident= no application from qatar.

Tellyour friend don't waste money and time. There's no way she can get US visa here in Qatar. Your friend has to wait for sometime for the petition to be approved. If she is married it will take years to get the approval.

No way to get US visa here if she is on a visit visa. It will take years for the petition to be approved. She got no choice but to wait in P.I.
