I think a baby born outside Qatar (less than 3 months old) for the parents who got a valid RP can come to Qatar with his/her parents without a visa but should have a passport or an entry in the mother's passport depending on the law of their country. They can apply for the RP as soon as he/she is in Qatar within certain time frame. Answered on Thu, 20/11/2008 - 10:56am
