Hi Everyone,
I am interested to know more about No Obection Certificate (NOC's).
I am currently employed in one of the best company here in Doha. Its nice here until a change of management have taken place. I am one among a group of people who wants to leave our job due to the said change.
I am brought to Doha by this company and by April 2007 it will be my 2nd year in it. Once I've finished my 2nd year I intend to resign.
Now my question is can I get my NOC without a problem? Can I demand my NOC just in case my GM don't want to give me NOC?
I don't have any bad records with this company its just that the new management is an a....le and denying NOC's is one of so many crazythings he could resort about.
Please anyone I need your comment.

You do need to have NOC in your hand if you intend to leave your present company and apply to another company. If you're lucky enough your present company will give you one. try to ask, maybe they are kind enough to give it to you. but if they don't! then you have a problem.
Legally you have to wait for 2 years to come back here but I heard enough cases of what other people do.
If not possible for them to give you an NOC then look for another sponsor who's willing to hire you then leave the country and renew your passport, then come back with your new employer.

I have a very expensive ...I have a very expensive idea, if you are willing to saty in qatar for a long time, and u are making good money, u can buy a house at the pearl ( get a mortgage) and this way u can get an RP for u and ur family for as long as u have the appartment. i know itrs a long shot, but it might be a good investment afterall, and this way instead of renting an appt u can buy one and live in it.

demand for a noc and its the ...demand for a noc and its the easiest way to ensure you dont return back here for another 2 years.
request may work.
in the mean time look for another job and sponsor and wait for your current company to give you the release, usually they dont create a hassle unless you plan to work for a rival joint.
dont think about fleeing the country and trying to come in again with some other pretext, it wont work.
or go to another country and work there for 2 years and then re-enter here with a new job offer.
in the mean time i hope the rules here change to allow you some flexilibity.

Excuse me trsst, han19 and dweller ...I happen to know many people do this thing back in Saudi and now here.
To prove to you, I knew recently a filipina here, who's sponsor locked them up in their flat after working hours in their saloon (this is one of my friend sister.) she left last December and voila! she's back here again! she went home and get a new passport but as I said, before that she look for someone to sponsor her.
They don't really investigate that finger print and so on, They only do those serious investigations if you're involve with the crime!!! They actually know it's the same person but they are not that very strict. they appreciate people who work hard.
I only share things I know for people to know what to do all I do is to help not to be a nuisance.

I am just 3 year in Doha but I know alot of "HEADACHE" with respect to visa and NOC issues... as I am working relatedly in Administration../ sort of HR as well.
If you cannot take the NOC in your previous employer.. You dont have any option than to wait to 2 years before you can come back here, or, otherwise.. you can file a case in Human Rights Office but as you know.. it will takes time.
But if you are planning to cancel your old passport and take new one then apply here in Qatar.. IT IS NOT ADVISABLE!.. especially, when they'll process your resident permit they will require your finger printing and by that, they can retrieve your previous data.. and it will start the big trouble again..
SO Better secure your NOC before leaving the company.

I thought its already mandatory for the employer to give NOC to their employee once the employee have completed a two years continuos service.
Please comment anyone.

Kimti ...There is no such thing as mandatory to give NOC to employees after 2 years of service. It is the company who decides what they do with their employees. Send them back or issue NOC.

usually if you have been a local recruit they are a little flexible and do issue you with the noc but if they have brought you here, then its their call.
i have seen this noc issue, its a tricky situation, bcos if they want to lay off staff and you ask for a noc, thenthey may oblige, but if they dont want to lay off staff and you ask for noc bcos you have an offer elsewhere then too it can be negative. they may look for grounds to get you off because you are no longer interested to be with them,
if they really care for your career growth, they may give you the noc.so i suggest you do a noc check in your organisation and see what is their stand on issuing it to the employees and then make your move.
kiara, you probably are right, that practice maybe going on, but is it legal? i understand your point of view.
if an employee goes without a noc and on a sour note, then he is usually blacklisted.
i am not sure, but can one return on a business visa in 3 months?

We didn't get an NOC! ...We relocated the family to Doha on recommendation by the company. Turned out to be impossible to work there, my husband was fired and they refused to issue an NOC. We've tried everything, even contacting the Ministry, but there is no guarantee you will get an NOC. It's strange system, and it must change. We had to return to our home country dragging two angry teenagers who had just settled in, made friends, and adapted to Qatar living. You can imagine the expenses for the company, but they preferred that rather than issuing an NOC. We have been warning people on this forum - think twice before you work in Qatar! The NOC is not described in the Labour Law, and consequently it is entirely dependant on the goodwill of your employer.

Strangely enough my friends sister's name is "Apple" and she is now in process of her RP according to her sister. I will find out in a day or so what is her situation.
But I know most people even back in Saudi, Bahrain and Oman who do this thing, do it quietly and don't make an issue, so your previous employer won't keep an eye on you when you move to another job.
this is how they do it. if they are not happy with their previous job they resign after their 2 years contract and look for the next job to go to. they go home peacefully wait for 1 month then start processing their visa for the next job. But of course if you are into arrogant attitude with your sponsor and acting proud, they will not want to see you in their country ever again. Be nice so they won't give you a hard time.
Before leaving make sure you have enough money to live on to keep you standby while trying to process your documents for the next job to go to.
Another thing, lots of people risking to pay for sponsorship just to be able to work abroad. same thing in Bahrain, Dubai, Saudi, Kuwait, Oman. I knew many cases like this people do this thing just to get a job.

The whole thing here is just complicated huh ...Anybody whos RP is cancelled cannot be back for two years but der is a loophole to dat cos dey can Come down on VISIT or business visa which cost to you bout 1000 bucks in da market....yes its for sale....further a person who is black listed i mean in da sense had a court case or deported and his /her finger print taken and yes like somebody said make a new passport and u can reach here unless u are blocked by da airport and dose are rare cases .so basically if u cannot enter da country for 2 years try comin in visit visa till 2 years are overand all u got to do is pay 2000 bucks every 2 months 1000 fr business visa and 1000 to return ticket to dubai on first class....ha.....

Shhhh!!!! ...As I said this things could be done without making lots of noise. people do this thing kept it quite. that's the secret. and yes Apple is now in processing of her visa. her sister told me. when she comes back here she comes with a business visa and no problem. I'll confirm it when I find her, she has to stay at home for a while so previous sponsor won't find out.
Another case my husband's colleague left Jubail (Saudi) because he's bored he decided to leave and after couple of months he's back in Saudi at Aramco. what he did is the same way I said before, he just change his passport.

Be careful coming on a business visa ...I know a girl who left a job in Qatar 2 years ago thinking she would come back and get a better job elsewhere. She ended up back in Qatar the end of 2005 under a "business" visa bought from a travel agent. She has had nothing but headaches and crappy jobs since. She has found that all the good jobs are if you are under a husbands sponsorship. She's smart and motivated with a degree.
There's a lot of jobs here that can be found locally but the salary and allowances are crap. She got a lot of promises from small private companies, but once she started the headaches would start with non-payments, changes to job requirements, companies gong bankrupt, withholding her passport, etc. A company just last week offered her a split-shift job with a housing allowance of QR400/month and transport allowance of 300/month! In the meantime she's taken countless trips to Bahrain and Dubai to get her passport stamped.

Travel agent ...Try to ask some Travel Agent, they maybe able to help you, it's only a matter of money if you can afford what they charge you then they can to do this things for you!!!

Apple..... ...So, the only way if to change her passport, If she doesn't want to do that, nothing we can do! as it is the only way this other people manage to get another visa. The immigration should not see or recognize any old visa stamp in her passport. That's what Apple2 did.....And I advice her to do that...Wish you luck next time you try it!!!

NOC exit permit ...if u leave doha to change sponsor , do u have to go all the way home or just to bahrain ? what happens if your plane ticket expires after a year ? can it be extended for a price and is the sponsor responsible to pay for it ?

exit... ...You can exit to Bahrain if you only need to change sponsor, e.i. visit visa to company visa.
Which ticket are you asking? a ticket bought by you on coming here under visit visa? or a ticket purchased by your company on their sponsorship visa? Sorry I dont get it!

well.u need an NOC! everbody says after 2 years it is a right for u to ask for an NOC but this is bull[Mod Removed]! no one knows the rule. i am facing a similar problem and i have gone threw all the emigration offices. no one knows anything about anything! u cant imagine wat a mess!! so dont count on the law here because it is only ink on papers. ask for the NOC and try to get it. otherwise even u stay in ur hell job or we meet u at the airport for a goodbye/

Just want to share my ...Just want to share my experience with you. My visa was cancelled by my previous employer. Luckily, I was given NOC due to some technicality. Nwei, my current sponsor applied for visit and business visa because they told me that I don't need an NOC not until I will transfer my visa into working/RP. But it was denied by the immigration because I was cancelled by my sponsor. So they submit again with my NOC attached for the business visa application w/c was approved immediately.
But according to our PRO, if it was not cancelled they can transfer my visa even without NOC. That is according to his "contact" in the immigration.

I have NOC from my previous Employer and I have an offer from another company in Qatar. I have a concern about my NOC that it is just a letter from the company written in Arabic addressed to Ministry and Emigration saying so and so Person having so and so passport number can join any other company in Qatar and we dont have any objection. It has the signature of the sponsor and the seal of the company, but no signature from Emigration of any government authorities. But the letter is attached with the Company ID copy.
Can anyone clear that this is enough as NOC or do I have to do something from the emigration?
I am in an panic situation, please comment on on this at earliest.

These employer's are making use of this NOC system a little too much to screw the employees life up. Even after a person works for 5 to 10 years for an organization the company still can chose to give or not to give the NOC. That is an unfair advantage to the employer. Moreover I strongly feel it is a human rights violation as well.
Plus taking of the NOC system will help the economy grow bringing in more talented people from all over the world to work for Qatar. So I think it is high time Qatar takes out this age old system and start up something innovative like Bahrain did.

What an NOC should look like ...Hi prasadpy,
I believe NOC should be 2 letters; one formal arabic letter on your company letter head addressed to Jawazat/ naturalization & residency department MOI, signed, stamped etc.
PLUS
An Official application Form (printed and addressed to naturalization & residency department) for change of sponsorship filled, signed and stamped by your company. with details of your new company.
(That is actually an NOC).
CEID, asks a copy of this application form, considering it as NOC.

I think its called "commercial Registration" or Bataqa Mansha in arabic.
it contains authorized signatures & Stamp sample.
its also called company ID.
but even this is not an NOC.
as far as I know, NOC is a govt. form filled and stamped by your company in favor of the new company you are going to work for. the other details will be filled by your new company for submission to Qatar N&R department.

1. Give the worker upon his demand, free of charge, a service certificate indicating the date of his engagement in the employment, the date of expiry of his employment, the type of work he was performing and the amount of wage he was receiving.

Since I'm a country manager and I have lot of staff coming to me everyday. Some of them have even approached the ministry who has straight away replied to them saying it is a sole discretion of the Employer to give NOC.
You will be entitled for NOC legally if you do not get a contract renewal day till the last week of your old contract.
SO PRAY FOR THE SAME OR GO TO DUBAI.

NOC problems ...Hi,
I don't believe renewing your passport will solve the issue, because you have the same name.
You can come to visit if you a resident of any GCC country, or work for another company in GCC who can lend your services to another company in Qatar.
Or complete the 2 years, then you can come back to work in Qatar.
This ban is an extremely an unjust rule, especially when companies end employment contracts without any faults by the employees in some cases, and on top of that refuse to grant this NOC letter.
This rule was lifted completely in the UAE to make people's lives easier after experiencing similar unfair practices by companies against employees.

Now my visa had already been transferred to my current employer but they're holding my passport for a reason that I'm not aware of. They just gave me a photocopy of my passport and visa. My question is, is it really necessary to hold my passport? I don't know if it's legal, I just find it unethical. I don't know if other companies are also practising this.
