well ..YES... since Qtel ...well ..YES... since Qtel (Qatar Telecom) is the only provider at the moment in Qatar... the rules & regulations of getting any connection from Qtel is.. "you need to have a RP" but you can get it under your sponsoring company's name... and once your own RP procedure is over you can do the transfer..to your name of course..
