Inquiring about WOrking Visa

I wanted to ask how long is the process of working visa nowadays. My friend is now here in the Philippines because he needs to exit since his visa already lapse. He only has business visa when he arrive there in doha. So his employer advice him to exit to other place and he choose Philippines. Its been a month now and the working visa is not yet released. His employer said that the one who process his visa was being stop before but they are going to re open again the process last May 5. So until now nothing happened yet. He called the employer and said wait next week. Please help us how long does it take to process a working visa nowadays?
