Inquiry on Visit Visa

I had visited qatar a month back on business visit visa to attend an interview. My parents and all are at qatar. Now its been around 20 days since i m back from qatar and i m at india now. Now i have got few more interview calls n when my brother who is at qatar applied for a family visit visa for me , the officials say that a person who has gone out of qatar cannot visit qatar back immediately. Is this some new rule. Can sumone tell me about this new rule ass its very urgent.

yes that's true - again new rule(only after 3 months u can come back)

yes,plus tourist visa(28days)but we can't say maybe tomorrow or after a month-goverment will change again the rule.Normally it happens whenever there is international summit/conference...

does this apply to countries not on the list ?what about canadian and americans? I have to exit in 2 days !!
