Municipalites and Taxes in Doha

Hi

Some advice please.

I am just negotiating a contract for an apartment and my contract has come back specifying that I should pay all taxes, government levies and Municipalities.

Is that normal for a tenant to pay these?
Should it not be a landlord responsibilty?

Some apartments come inclusive of these and others are rented on the basis that the tenant takes care of those charges.
