Sunday , July 06, 2008 at 1241 hrs Saudi Arabia has plans to introduce a new law which will abolish the much-criticised sponsorship system for foreign workers, by streamlining relationship between employers and their employees.

The new law is expected to be issued ‘very soon’, the Al-Madinah daily reported, quoting a member of the Shoura Council or the national consultative committee.

The Shoura member, who requested anonymity, however, pointed out that the new law to be passed by higher authorities would be based on proposals of the Ministry of Labour and not of the National Society of Human Rights (NSHR).

"Labour Minister Dr Ghazi Al-Gosaibi told a Shoura session that his ministry had presented its viewpoints regarding cancelation of sponsorship rules and that the law would be issued very soon," the Shoura member said.

In a close-door session of the 150-member Shoura, Al-Gosaibi disclosed his ministry's plan to establish specialised companies to organise foreign work force and supervise signing of contracts between employers and workers.

NSHR President Bandar Al-Hajjar said last week that the rights watchdog had presented to authorities a proposal to establish a government commission to look after guest workers.

He also called for the abolition of the sponsorship system.

I did't get it to full, the current sponsership law will be dropped? how will people enter in country and work than?

I SUPPOSE it will be a work at will system like the rest of the world. You change jobs freely.

I think they were going to make the visa system like the rest of the Gulf and let certain passport holders get visas upon arrival and make the system easier for others in their home countries.

When such a system come into effect, you might regret it. There are always different ways to compensate dropping sponshorship law; like very tough contracts and financial penalties for resignations. Also bank loans might become much more difficult or interest rate would become very high due to the risks involved.

Just to give an example of what to expect. Some countries do not have the exit permit system. But the employers went around it by holding the staff/laborers passports.

that it is wishful thinking then??
People see it as a way forward putting an end to people trafficking but in some ways will it have the opposite effect as KH suggested??

but i see KHs point, that many expatriates may take bank loans etc and then bugger off owing the money.

To me, its gonna have to be thought out and planned.After all, look at the state Britains in, are the Gcc states doing it the right way ?

brandylady said I agree that it could cause problems ...

but also have heard some stories of sponsors not providing the help needed, this in turn makes it seem that slavery is legalised, on a small scale admittedly but never the less it exists.
Am not talking about the big company sponsors, but some of the individual ones where sponsorship means total control of the person.
