based on my requirement can anyone tell me how much time and money would it take to build a recruitment website and float it one the web online?

Thank you for your post. That recruitment website needs a web developer to develop it for you. Here in this group we're specified into web design (not web developing). Web developing is mostly code-writing based.
I don't know if we have a web developer in this group.
