Putin blames US 4 orchestrating Georgian war

SOCHI, Russia (CNN) -- Russian Prime Minister Vladimir Putin has accused the United States of orchestrating the conflict in Georgia to benefit one of its presidential election candidates.

In an exclusive interview with CNN's Matthew Chance in the Black Sea city of Sochi on Thursday, Putin said the U.S. had encouraged Georgia to attack the autonomous region of South Ossetia.

Putin said his defense officials had told him it was done to benefit a presidential candidate -- Republican John McCain and Democrat Barack Obama are competing to succeed George W. Bush -- although he presented no evidence to back it up.

"U.S. citizens were indeed in the area in conflict," Putin said. "They were acting in implementing those orders doing as they were ordered, and the only one who can give such orders is their leader." Watch Putin accuse the United States »

White House spokeswoman Dana Perino blasted Putin's statements, saying they were "patently false."

"To suggest that the United States orchestrated this on behalf of a political candidate just sounds not rational," she said.

U.S. State Department deputy spokesman Robert Wood concurred and labeled Putin's statements "ludicrous."

"Russia is responsible for the crisis," Wood said in an off-camera meeting with reporters in Washington on Thursday. "For the Russians to say they are not responsible for what happened in Georgia is ludicrous. ... Russia is to blame for this crisis, and the world is responding to what Russia has done."

When told that many diplomats in the United States and Europe blame Russia for provoking the conflict and for invading Georgia, Putin said Russia had no choice but to invade Georgia after dozens of its peacekeepers in South Ossetia were killed. The former Russian president, still considered the most powerful man in the country, said he was disappointed that the U.S. had not done more to stop Georgia's attack.

Putin recalled that he was watching the situation in Georgia and South Ossetia unfold when he was at the opening ceremony of the Beijing Olympic Games on August 8.

He said he spoke to U.S. President Bush, also attending, who told the Russian prime minister he didn't want war, but Putin spoke of his disappointment that the U.S. administration didn't do more to stop Georgia early in the conflict.

Also Thursday, Putin announced economic measures that he said were unrelated to the fighting with Georgia. Nineteen U.S. poultry meat companies would be banned from exporting their products to Russia because they had failed health and safety tests, and 29 other companies had been warned to improve their standards or face the same ban, Putin said.

Putin said Russia's health and agricultural ministries had randomly tested the poultry products and found them to be full of antibiotics and arsenic.

Putin repeated that the bans were not related to the Georgian conflict, but they indicate the measures that some Western countries -- particularly in Europe -- fear if Russia goes on a diplomatic offensive. Watch analysis of Russia's relationship with the West. »

Russia is trying to counterbalance mounting pressure from the West over its military action in Georgia and its recognition of the breakaway regions of Abkhazia and South Ossetia.

But Russia's hopes of winning international support for its actions in Georgia were dashed Thursday, when China and other Asian nations expressed concern about tension in the region.

The joint declaration from the Shanghai Cooperation Organization, which includes China, Russia, Tajikistan, Kyrgystan, Kazakhstan and Uzbekistan, said the countries hoped that any further conflict could be resolved peacefully. Watch more on rising tensions between Russia and the West. »

"The presidents reaffirmed their commitment to the principles of respect for historic and cultural traditions of every country and efforts aimed at preserving the unity of a state and its territorial integrity," the declaration said, The Associated Press reported.

"Placing the emphasis exclusively on the use of force has no prospects and hinders a comprehensive settlement of local conflicts," AP quoted the group as saying.

Russian President Dmitry Medvedev had appealed to the group at a summit in Tajikistan on Thursday to support its actions, saying it would serve as a "serious signal for those who are trying to justify the aggression."

On Wednesday, a U.S. ship carrying aid docked in Georgia, while Britain's Foreign Secretary David Miliband traveled to the Ukraine, which is worried about Russia's intentions in the region, to offer the UK's support.

Miliband equated Moscow's offensive in Georgia with the Soviet tanks that invaded Czechoslovakia to crush the Prague Spring democratic reforms in 1968, and demanded Russia "change course," AP reported.

I think that Russia did not want the missile shield round it self and also the NATO influence should not bug it anymore. There was no need to place its neighbours into NATO and to start a new chapter of regional politics. As usual USA again over estimated its abilities without thinking that Russia can dislodge this action of getting it isolated to great extent.

This kind of politics of regional dominance has started again then there can be such problems like Russia attacking Geirgia and gaining the its gorund. Russia is definately a military might and USA cannot afford to have a conflict with it even a converntional weapon war will be devastating for both sides.

Russia even tried to get China Support against the West but China, itself, has issues with some states wishing to get independence, so they refused.

Putin has gone back to the old cold war rhetoric, aimed mainly at his own people.

However, he does have a case.. The US worked on Georgia for a while and their idiot president fell for it.. The Russians were waiting for an excuse and used the situation to their advantage..

Chalk another one up for George W and his neocons...

I wonder what Caney, Bolton and Krauthamme have to say now..

China Backs Russia against West.

RUSSIA today won support from China and Central Asian states in its standoff with the West over the Georgia conflict as the European Union said it was weighing sanctions against Moscow.

Russia's President Dmitry Medvedev said he hoped the "united position'' of a summit of Central Asian nations would ``serve as a serious signal to those who try to turn black into white.''

The West has strongly condemned Russia's military offensive in Georgia this month and Medvedev's decision to recognise the breakaway Georgian regions of Abkhazia and South Ossetia as independent states.

Ratcheting up pressure on Russia, French Foreign Minister Bernard Kouchner, whose country holds the presidency of the European Union, said the 27-nation bloc was preparing sanctions on Moscow.

EU leaders meet on Monday in Brussels for an emergency summit to press demands for a further Russian withdrawal from Georgia.

"Sanctions are being considered, and many other means,'' Kouchner said in Paris.

China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan voiced support for Russia's "active role'' in resolving the conflict in Georgia, according to the draft of a joint statement released by the Kremlin.

Leaders from the countries met in the Tajik capital of Dushanbe as the Shanghai Cooperation Organisation, a regional group set up in 2001 to counter NATO influence in the strategic Central Asia region.

Yesterday, the Group of Seven industrialised powers strongly condemned Russia's recognition of the two rebel regions.

"We deplore Russia's excessive use of military force in Georgia and its continued occupation of parts of Georgia,'' said the statement from Britain, Canada, France, Germany, Italy, Japan and the United States.

I listened to an interview of the foreign minister of Aizebaijan .. It was quite interesting.. At the moment the caucuses are in turmoil.

Russia , at the "behest" of South Ossetia has in principal agreed to absorb it into Russia and also open military bases there.

The US is trying to bolster support using the G8. However, the Europeans are vary. They might make the right noises of support, but they don't want to do anything which might have long term repercussions.

There's a lot to play out yet...Very interesting times ahead

Syria and Russia have agreed that Russia needs to increase its Mediterranean presence and has agreed to allow them the use of several of its ports.

Isreal is up in arms about it..

Man the global landscape in terms of power and allegiances is changing in key locations and people seem oblivious or indifferent.

Actually, if you look back at history, alliances and global landscapes have always changed after some upheavel.

I think that in our lifetime, we have got used to relative stability, especially since the USA became a Superpower.

As I said previously, having Russian presence will; be good for the region and may even temper Israel's aggressive stance on so ,many things.

Let's pray for cool heads and comon sense to prevail..

Reading this article , one could say that the events actually help China..

So far, China is keeping neutral. Not openly wishing to take sides and seeing how things develop.

China has its own "minor" problems with seperatists.. If tomorrow, China decides to confront them, then it could use the Russian example as an excuse..

Lastly, if you look at the past fifty years, China is not known for using military force to achieve its expansionist ambitions..
