Relaxing the Visa laws?!

Shahrzad's picture

I heard that Qatar government is relaxing the Visa laws by the end of 2008.(for example for iranians, jordanians and egyptians) Is it true or false? If you heard anything about it, do you what kind of changes they are?
Can a resident of Qatar, get visa for his/her iranian spouse too?

There was some news regarding the new law in The Peninsula, which gives only little hope of any good news.

Cabinet discusses proposals on sponsorship law

DOHA • The proposed law on the entry and exit of foreigners and their residence and sponsorship is expected to be issued soon, as the Cabinet has completed discussions on the draft law.

The Advisory Council had submitted its recommendations seeking amendments in some key provisions in the draft law. The Cabinet, in its regular weekly session took necessary steps on Wednesday for issuing the law, after taking note of the Advisory Council recommendations.

"We are happy that Cabinet has considered our recommendations. Now the law is expected to be issued soon," said Ahmed Obaidan, a member of the Advisory Council. The Council recommendations have triggered widespread interest as they sought to make some provisions regarding entry and exit of foreign workers even more stringent to safeguard interests of the employers.

The Council sought amendment in a provision in the draft law that allows residents leaving the country to return after two years from the date of their departure. The Council has proposed to extend this period to five years.

The draft law, however, states that that Interior Ministry has the right to overrule this entry ban and allow any resident to return to the country even before the stipulated period, if the person's service is needed for the country.

The Advisory Council has also objected to a provision that allows residents to keep their passports with them. The responsibility for completing the residence permit (RP) formalities for the employee as well as its renewal should lie only the sponsor, the Council felt.

The draft law allows residents to bring their parents and obtain RPs for them – another point opposed by the Advisory Council. The Council maintained that this provision could cause more pressure on the facilities and services in the country and contribute to the population growth.

The draft law has identified certain categories who can obtain residency in Qatar like investors and those who own properties in the country. The Advisory Council has proposed that the residence permit should specify the category in such cases.

As per the draft law, a resident should leave the country in 90 days if his visa is cancelled following resignation or termination of services. The Interior Ministry has the right to cancel the visa of any resident, if he is found to be a threat to the country's security. In such cases, the Ministry has the right to extend this 90 days period, if it deems it necessary.

Shahrzad,
do you want to come to Qatar, don't you??

I heard that the Shura Council recommended to change the re-entry period from 2 years to 5 years.

Person said Relaxing? In your dreams! ...

Ha ha. Just see the above excerpt. The advisory council is only seeking to make the laws even more stringent than they are now. Truly, I cannot imagine anyone wanting to come to work in Qatar of their own free will if these laws are passed. Or maybe there is also a plan to keep all future expatriates in the dark? For sure they will not come if they know the consequences of such laws for employees.
What a joke. It seems slavery is what they want, and many expat workers are not far from that as it is.
I wish to see the day when these people will see the light and enable free labout movement, and institute some basic rights. Bonded employent can never be a good thing.

As an answer to yor question; as far as I know, there have been rumours circulating every once in a while for the last ten years that the laws will be relaxed, exit permits removed, etc. Has it happened? No. I wouldn't hold my breath if I were you...

Always a resident of Qatar can get a visa for his/her spouse. But in General there is ban on Iranians and Jordanians visas. I guess they are not going to remove the ban due to the sanctions.

It's so interesting. Thank you nasqatar and others. I think waiting is just wasting time too. Actually if workers leave Qatar, their economy will face a big challange. Almost 70% of people in Qatar, are not Qataris..

They banned Iranians due to santions and they banned jordanians bcs half of jordan are palestinians!
How cute we muslims are.. :)

So Shahrzad! do you have your boyfriend here or your husband? Either of them can make a visit visa for you and you can enter the country.
You have a second option as well. You said your husband is not Qatari or Iranian. You can get married in his country or your country and enter Qatar.

He went for that before Ramadan and they said they dont issue any more Visa for Iranians (iranian passport holders) untill the new laws be issued. They even added they just peruse those iranians' applications who have an american green card.
He even met minister for that..

We dont have money issue. He is an engineer. It's all due to sanctions i assume..

Imablue said That is not true! I have few ...

That is not true! I have few Iranian colleagues working with me and they are managed to get their family and relatives visas! Hundreds of Iranians entering the country daily! Though we have Iranian-American & Iranian-British working in Qatar and they don’t use their Iranian passport at all.
Yes, they have put a ban on Iranian & Jordanian visas but for those who are single and who do not have any spouse in Qatar.
If you are married you should know that your husband can get your visit visa from the immigration and later on your RP with a paper from where he works!
And if you are not married better not to blame the country for the sake of your own visa! Every country has different rules!

Shahrzad's picture

Shahrzad said yes, hundreds of Iranians ...

yes, hundreds of Iranians enter Qatar, but not via their Iranian passport. They either have a second passport or they were born in Qatar. OR they have residency from UAE. ;)

I heard some of them also use Oman Visa for entering Qatar..

askme's picture

askme said why they should when enjoying benefit of restriction.. ...

Why Qatari should relax visa when they are taking full benefit of it?

They can hold the people inside country as they wish. They can ban you entering and black list you if you fight for your right.

They can make you slave.

They can take work and not pay you, still you cannot do anything but if you ask your right they will send home....

My friend don't dream......

Shahrzad's picture

Shahrzad said Pff, it seems a kind of New ...

Pff, it seems a kind of New Slavery. Imagine if those workers leave Qatar and UAE, their economics will face a big challenge. Bcs 70% in Qatar and 80% in UAE are just RP holders.

Actually it's not just our case as a married couple. We have another Jordanian friend who has same problem to bring his spouse to Qatar.
Also we have an Iranian friend who wants to bring his wife to Qatar and it's 3 years he could not do that due to visa issues.. Both of them are Qatar residents..

Anyway, The story never ends..

Shahrzad's picture

Shahrzad said I am Iranian with Iranian ...

I am Iranian with Iranian passport. My husband is non-Iranian(western). It's a year we're trying for visa.
This ban is not just for Iranians, also Jordanians have same issue. This is for all Iranians and Jordanians, single or married.
Before Ramadan they told us by the end of 2008, they're discussing to state some new laws and change some laws, to make it easier at least for those Iranians and Jordanians who have higher salary..

We're waiting to see how 2008 will be ended..

Sometime ago i met a Qatari woman in Iran and she had same problem to take her Iranian husband to Qatar. She said she is not even able to take a visa for her child. And she has to go alone, every time..
It's so stupid.. You know..
