Is work Visa(1 visit,2yr resi) transferable?

Dear,

I arrived in Qatar on a company work visa (one visit, 2 years residency, Indian visa) on 15th of January 2012. I did not do the finger prints and medical procedures yet and my visa is not being stamped on my passport. However, my company is in a bad position and they provided me with an NOC informing me to look for another job.

I already got a job offer from another company.

My question is,

Is the Work Visa (one visit) 2 years residency transferable?

The company who provided me with the job offer was enquiring me if the above visa is transferable.
