you need the person your ...you need the person your number is registered to. you have two options, either personally go to qtel with the registered person with his original id and sign the form of transfer or you get the form, let him sign it and bring it to qtel with his ID. pay QR50 and presto the number will be under your name

You and the person who gave ...You and the person who gave you the simcard will sign & submit the form in qtel together with the copy of both RP. or get a new mobile number. I suggest the later one.

I was also confused by the statement. ...MAybe he meant "NOT in his name". Anyway, even without "Iqama", passport is enough to get a SIM card.
Just follow the advise above given by the posters.
