Indians more free than Filipinos?

I've been reading about the abuses in the Philipinnes regarding their immigration practises and the money that has to be 'paid' to the POEA so they can escape their own country. (Prison)
Do Indians if they wish to travel abroad for any reason have to prove to their immigration anything above having a valid passport and a valid visa (if needed for country of destination)? Can immigration officers refuse them exit from India? Do Indians also have to pay bribes to leave India?

In India, we have 2 ...In India, we have 2 categories of Passports:
1. ECNR (Educated People)
2. ECR
If somebody has ECNR Passport he only needs to have visa of the destined company and thats it.....
People with ECR (Laborer category) have to get prior approval from Emigration Department of India.....
But it is much easier than Filipine..POEA.....

my apology to some respected indians here...

To answer the original ...To answer the original posters query. There is no issue leaving India as long as one has ECNR (emmigration check not required) stamp on the passport. Anyone who has an university degree has ECNR on his / her passport. For the rest, no they don't need to bribe anyone (unless they are trying to use false documents etc.)
To moza - Freedom of movement at what cost? The ECR check is in place to prevent exploitation of uneducated, unskilled citizens overseas. Looking at the make-up labour market in the GCC, I believe India should make these checks even more stringent.
To zafira (answering why certain positions are filled with Indians) - There are 700 million (55%) uneducated Indians. Yes, being a driver, tea boy or a labourer are some of their only options. 700 million! Compare that to 92 million total population for the Philippines.

To use the this as basis of comparison in relation to the freedom of Indians and Filipinos is not fair and just creates conflict between our nationalities (which is probably your intention?).
Admittedly, there's a lot of corruption going on in the Philippines but I'm sure most backyards have their share too:)

in fairness to indians, some of their countrymen can be found in high/senior management positions in big companies all over the world. it's terrible to admit, but we can't say the same for filipinos. the highest we get is middle management. we're all just corporate slaves everywhere.
