I would suggest you to go to the ...Police and report the passport. For sure they Know how to contact the person.
Or refer to the embassy; they might as well contact the "owner"

poor/ lucky chap,, ...poor chap he lost his first document, but lucky enough that its in safe and responsible hands,,
I would suggest to deposit it to nearest police station,they will take minutes to identify the contact details of the worried man, I appreciate your efforts.
