"Wait.. wait.. wait.. wait.. panic" culture

Is it just me or is there a "wait..wait..wait..wait..panic" culture in Qatar? I see it with my job managers, government workers, and others. For example, everybody will sit around in a meeting talking about how much everyone is working on this project and how important it is. Then, right at the end of the meeting, the chair of the meeting will make a decision with no lead-up discussion. Does he do this b/c it is a sneaky way to avoid debate/discussion/disagreement? I see this with government workers who keep stalling on doing something/processing paperwork until the last minute.

Pros: Avoids anytime wasted on planning and things not working according to the plans.

Cons: (1) Dissenting voices are temporarily quieted but not satisfied. They may spring up later. (2) Difficult to accomplish quality, complex tasks that require a long-term investment of time.

Has anyone else seen this? Why do you think people do this?

I think the main reason is one person's or group's incompetence and their attempt to pass the buck. People hoping that sooner or later someone else will get so frustrated they will just get the job done although its not really their responsibility in the first place... Kinda like a staring contest...

Its not just in government sector but in the private sector as well. Colleagues of mine who flow in from other parts of the Gulf say that the procastination culture is nowhere as bad as it is in Qatar.

I love the name you've given it though... wait... wait... wait... wait... panic!! culture :-))

The country with no solid decisions are taken. Managers and executives at Government offices are too afraid to make decision before going back to their consultants & lead employees all for the fear of being expelled from the chair.

You can't even call it culture. I think it's something in the air. The moment someone gets here they develop this attitude.

I have heard people saying how hard they work and later how they are just avoided when they want to express their point of view ..

Private companies is utilizing this culture to their benefit. If they didn't like the project manager, they'll complain that he rushes into decisions.one project in particular, had over 3 project managers replaced in less than 2 years.No wonders roads are bad! (oops, have i said too much)

Before we came here, my husband kept asking his employer what date they wanted him to arrive, but they wouldn't tell him. We had to arrange for a housesitter and such, but we didn't have a date to work with, so it was impossible to make plans. They finally bought us tickets at the last minute, which I'm sure cost a lot more than they would have if they'd been bought in advance.

I wonder how so much has been accomplished in Qatar if this culture prevades the air. There must be some method to this madness, isn't there? But I did hear a statistic on Doha Debates. Given the amount of oil & gas dollars entering Qatar, it has the lowest production of things from that. The GDP of South Korea is higher than that of the whole Middle East.
