ictQATAR issues Telecommunications Executive
The Supreme Council of Information and Communications Technology (ictQATAR) today announced the issuing of the Telecommunications Executive By-Law No. (1) of 2009, published in the Qatari Official Gazette and effective from 26 July 2009.
The Telecommunications Executive By-Law includes regulatory procedures, rules and instructions that must be followed by telecommunications service providers in Qatar, including licensees such as Qatar Telecom (QTel) QSC and Vodafone Qatar QSC.
“The issuing of the Telecommunications By-Law is an important step in development and consolidation of the legal foundation for liberalization of the telecommunications sector in Qatar. This Executive By-Law sets out further procedures and rules necessary for the implementation of Decree Law 34 of 2006 and the Telecommunications Law,” said Dr. Hessa Al-Jaber, ictQATAR Secretary General.
Key areas of telecommunications regulation covered in the Executive By-Law include:
- Licensing
- Radio spectrum management;
- Interconnection and access;
- Tariff and pricing regulation;
- Numbers and numbering;
- Competition policy;
- Consumer protection and fair trading;
- The resolution of complaints and disputes;
- Access to Property; and
- Telecommunications equipment standards and approval.
“The Telecommunications By-Law is fully consistent with the Telecommunications Law 34 of 2006, all applicable laws of the State of Qatar, and is in line with international best practice for telecommunications regulation around the world,” Dr. Hessa added.

Will Vodafone be offering internet, and will they be censoring everything like QTel?

Good job... big job i mean.. can i apply ...Telecom must have a policy and regulation:
Licensing - to grant an assigned bandwidth, you must have a qualified reason why you should use the frequency, in the Philippines you can apply it to the NTC upon approval by the Senate.
Spectrum - this is refering to the frequency assigned to any intity or company that uses a wireless communication, this is limitted bandwidth
Interconnection and access - I think it fall to the ISPs and Telecom to end user client
Tariff and pricing regulation - This is the job of Telecom Engineer, IT Network Administrator for configuration, and CIR assigned to a client of course huge bandwidth is more expensive
Numbers and numbering - I dont know if this is refering to a landline coding
Competition policy - Investors job
Consumer protection and fair trading - Yah, customer should satisfied with the services
The resolution of complaints and disputes - I wish I could be one of this... I am an IT Job seeker, over 10 years of experience... i wish i could join the club....
Access to Property - Gov'nt should have an idea
Telecommunications equipment standards and approval - Wow.... if upgrade from legacy equipment it takes several years to complete and must have a clear blue print for future expansion... its a huge project... again i wish i could join too...
