The issue of food production is more strategic and political. Saudi tried it a few years ago with wheat and gave up. They depleted their water levels and the surplus wheat was sold at subsidized prices.
Desal plants are an answer, but they use energy and can be harmful to the environment. However, long term, food crops and water can be used as a commodity to leverage political needs..

well its a big question ...Dear its very easy to grow a wheat , look friend here the soil in qatar is kind of rock what they have to do that , they have to mash the rock like a sand and then add some agri soil with some bio frtilizers and they need big machines for sewing of land , they can grow wheat on sand , because i had seen wheat on sand already

there are few factors which subject to be considered like what exectly qatar is looking for
every one is thinking that qatar is going to acheived 2022 but no its not , as i belive and may Allah give you life to all till 2030 , all of us will set e that Qatar dependency on gas will b over and new pictures will be open what you think these multi story building and towers for those people who belongs to construction business no its not like that .
Qatar will be the world famous country espically in GCC regarding education , bcos education is a long term ,project and govt is investing on , and all of us inshallah will see that this edcation will became a huge business for asians, bcos here people will find the oppourtinity to do work as well as study .
i belive that in next 5 to 10 years , qatar foundation will prove to the world that they are some thing .even i am belonging to construction business but my vision as i belive its very clear about doha .doha is spending too much for agriculture developments and i belive that they will be very soon successfull with respect to food and education
