Why Pampanga mayors want GMA to run for Congress

MANILA - Mayors in the 2nd district of Pampanga want President Gloria Macapagal Arroyo to remain in power because they don't want to lose their connection to someone high up in the government.
"Ang amin lang, gusto namin na hindi mawawala sa puwesto ang ating Presidente. Iba lang ang may nilalapitan ka sa itaas (We don't want our President to her power. It's an advantage having someone who we can approach high up in the government)," Guagua town Mayor Ricardo Rivera told ABS-CBN's morning show Umagang Kay Ganda.
Rivera confirmed a newspaper report that he and other mayors belonging to Pampanga's 2nd district, which includes Lubao, Sta. Rita, Porac and Sasmuan, are coming up with a petition asking Mrs. Arroyo to run for a seat in the House of Representatives.
He said the petition will be released to the public before the deadline of the filing for the certificates of candidacy in November 30. He also clarified that the petition would not only involve the mayors from the 2nd district, but the whole province of Pampanga.
"We want to come up with a resolution to encourage her to run as our congresswoman," the mayor said.
Meanwhile, Bayan Muna Rep. Neri Colmenares reminded the mayor that the work of a congressman or congresswoman should not revolve around "pork barrel."
"Ang isang kongresista ay tagagawa ng batas, hindi para sa projects (A congressman's job is to create laws, not projects)," Colmenares said.
He said people clamoring for Mrs. Arroyo to run for a seat in Congress should think of the negative political implications.
"If she is perpetuated in power, we wouldn't know the truth about the Garci tapes, the NBN-ZTE deal. Sa tingin ko, hindi iyon ang iniisip ng mga taga-Pampanga (I think the people of Pampanga are not mindful if these)," the party-list representative said.
Colmenares and Bayan Muna had actively pushed for Mrs. Arroyo's impeachment.
The news about the mayors' pending petition came after her deputy spokesperson, Lorelei Fajardo, said in a media briefing in Malacañang last week that there was a clamor in Pampanga for the president to run for a seat in the House of Representatives in 2010.
'Speaker GMA to push for Cha-cha'
Colmenares said he believes Mrs. Arroyo will try to remain powerful by taking over the leadership of the House of Representatives and using this as leverage from possible criminal prosecution.
"The prosecution of the president is something that's on her mind all the time. It's not her option to be served with a warrant of arrest and be arrested," he said.
He added: "She has to do this whether or not she succeeds. The intention here is to keep her in power."
He agreed with some critics' forecast that if Mrs. Arroyo wins as Pampanga representative in the 2nd district, she will wrest control of the House by becoming the speaker and aggressively push for Charter change, particularly a shift to a parliamentary system of government.
"If the government is shifted to parliamentary, she can become prime minister," he said, adding that the position would provide Mrs. Arroyo the same opportunity to appoint more allies in several branches of government, particularly in the judiciary.

The province of Pampanga is traditional homeland of the Kapampangan people. Priest likens GMA to Christ

LUBAO, Pampanga – A priest who concelebrated here yesterday a Mass attended by Pres. Arroyo before she filed her candidacy for Congress, compared Mrs. Arroyo to Jesus Christ who “stooped down” to serve mankind.
Kapampangan priest Fr. Roland Moraleja was chosen to deliver the homily by a group of 12 priests who concelebrated the Mass for the President before she filed her certificate of candidacy for Congress at the provincial office of the Commission on Elections (Comelec) in San Fernando.
Moraleja said that the decision of Mrs. Arroyo to “go down” from presidency to run for a lower post in Congress was like Jesus “taking the form of a slave to serve mankind.” He urged the President “not to be afraid” in her decision to run for congress.
“To serve, we must humble ourselves,” he said, while noting that one does not have to be president nor congressman to be able to serve others.
Moraleja cited the New Testament, specifically chapter 2 of St. Paul’s letter to the Philippians which cited Jesus as God humbling himself by taking the form of man.
“You have served Pampanga well and they still need you in Pampanga, regardless of what people say. If other people put you down, we Kapampangans will put you up,” he said in his homily.
Some people who were at the church remarked that the 12 priests who concelebrated the Mass seemed designed to reflect the number of Christ’s apostles.
Pampanga Auxiliary Bishop Virgilio Pablo David said that “Moraleja’s middle name should be B”. He said that the letter stands for blasphemy.
Earlier, David said that “in the name of decency and for the sake of propriety, I’d appeal to her (Pres. Arroyo) not to run and to respect the spirit of the Constitution instead of exploiting the letter of the law which indeed does not categorically mention prohibition of running for lower positions.”
“The Constitution drafters were such decent people that they left for common sense and propriety,” he said.
David also stressed that “to have to ask the Supreme Court to state it categorically means we’ve sunk that low in our sense of civility. How sad indeed.”
Yesterday’s Mass concelebrator, Fr. Jun Mercado, parish priest of Barangay Lourdes Sur in Angeles City, also addressed the crowd, saying that “in behalf of the other priests in the Mass, I appeal for support for Pres. Arroyo.”
The 12 priests have long been known as supporters of the President, some of them identified with provincial board member Lilia Pineda who is now running for governor of Pampanga.
Biblical passages were also invoked during a rally outside the church patio where the President proceeded after the Mass to greet some 3,000 folk from various towns in Pampanga’s second disctrict.
In his speech before a crowd carrying placards manifesting support for the President’s congressional bid, Floridablanca Mayor Eduardo Guerrero also reminded local voters of the Biblical passage saying that those who ask do receive and those who seek do find. This, he said, was fulfilled for local voters by the decision of the President to run for Congress.
First Gentlemen Mike Arroyo and son Rep. Mikey Arroyo, who gave way to his mother in the congressional race in the second district, were with the President during the Mass up to her filing of her candidacy in San Fernando.
Addressing Mikey, Guerrero said that “while we love and need you, we love and need the President more.”

I wish I could psychoanalyze President Macapagal-Arroyo next, so I can understand her and perchance forgive her (because I don't need yet another soul to hate), but I realize I know nothing about her personal life. I assume she comes from a normal family and had a happy childhood, in which case all her actions today come from her own volition 100%, in which case you complete the sentence.
Good thing there's one brave, sensible bishop left to supply the right damning words to her face. Applause for Auxiliary Bishop Pablo David.
Pampanga, we dare you defeat her! But we've heard she'll run unopposed this time. If it would take another priest to provide the opposition, we don't care this time.

People clamor for GMA to run is but a plot to make it appear that way to the general public. And with the kind of politicians that we have right now I don't think a Mayor there will oppose to what the president want or he will kiss his career goodbye.
Senator Joker Arroyo said ubusin ang mga corrupt during his campaign for senator but all this years Senator JOKER ARROYO I haven't heard from him since. Hai politicians only takes care of their personal interest no doubt about that.
