There is no such thing as Mod-Sat Decoder ...There is no such thing as Mod-Sat Decoder.
As each satelite has hundreds of Transponders each capable of offering hundreds of Channels. Now each pay channels are scrambled with a 128 bit security code that are inbuilt in the decoder chip. This also operates using the Smart Card which are used to payment (these again are 128 bit scrambled).
You might very rarely find someone to unscramble the Receiver so as to accept the signal (which would be noise or very bad blocky image) but you will still need the smart card to view it as normal TV.
P lus your reception will be detected at their broadcast studio & they have the option to change the frequency!
...........So its an impossible task that will lead to nothing!
If somebody is receiving some channels it is because most of the Channels periodically Unscramble their signals, for a few weeks, so as to reach untapped market/audiance. Most of the new channels offer unscrambled signals for 3 months from the day of telecast.
As for modified DVD Players (which plays all region) those are available with most of the stores here....and nobody is taking them to jail.

If such a facility was available for QR10, Everybody in the world will get free Sat TV.
Satellite Technology is a very advanced technology.
