Not just Qatari law ...But in general new Muslims(aka reverts/converts to Islam) require a document giving proof of their coming into Islam for certain reasons. Some of them being:
1)When making Haj
2)When making Umra
3)Getting married
4)Certain inheritances
Each country will have official a place/places to get this done(My husband has his from Sri Lanka and it is accepted here as well). And if you have accepted Islam in Qatar, then Fanar is one(if not the only) official body to get your certificate.

Frenchies ...It depends. My husband never officially changed his name on his birth certificate and passport, hence he required his certificate here for certain documentations.
And in SL, when we got married, he needed the certificate there as well, at the nikah registration.
Likewise this guy known to my husband who(incidentally being a new Muslim himself) wanted to marry his newly converted fiance needed the certificate from Fanar when marrying in the shariah courts here.
But yes, you are right. Religion wise it's not required. This is purely for some official reasons only.

If somebody is facing a problem he or she is free to post here. If you don't agree with it or don't like it, don't comment.
