Questions about the Traffic Dept - Licence

I've been reading conflicting information regarding the Traffic Department for getting a drivers licence. I have found 3 different phone numbers but they either ring out, they transfer me to another phone line that rings out or they a the wrong numbers.

I've also read two different things about their opening hours. One says they are open all day and the other says they are open in the morning and then again in the afternoon and that women are only allowed in the mornings.

Has anyone been recently and can confirm phone numbers, times and the women restrictions??

It's true women only get tested in the mornings and at particular days ( depends on the traffic-police station area where they are getting tested). But if you just need to convert the license without taking the test, you should be able to do it at the normal timing.
