Need Visit or Tourist Visa

I need help on how to apply my Filipino friend from Bahrain. He is an Architect by profession. He just wanted only to visit us here in Doha and we need some advice/suggestion as to where can we apply him a visa and he'll be staying here only maximum of 3 days only.

We've talked to some cheap hotels and still its very expensive. the lowest offer is QR.1000 3days to one week. One suggested to inquire to moi.gov.qa because the visa cost only 300... but the problem is... no one is responding. I even called the numbers from the contacts and they keep passing the phone, give some numbers to contact with.... its like i feel embarassed to this people who's answering the phone....

and one more thing, how can they apply "Qatarization" here in Doha especially in government... they don't know how to deal on telephone? what more in actual conversation....? lastly, can they speak and comprehend english? it d....n bulls....! i doubt it!
