The suspects managed a money transfer agency and helped fund the Nov. 26 attacks, police said in a statement. The day before the attacks they transferred money to activate an Internet phone account that was used by the attackers and their accomplices, said Stefano Fonzi, the head of anti-terror police in Brescia.

War-torn nations remain the world's most corrupt, Transparency International (TI) has said.
Afghanistan, Iraq and Somalia are the lowest-ranked countries in TI's annual global survey. They were all at the bottom of the list last year as well.
"When essential institutions are weak or non-existent, corruption spirals out of control," TI said.
New Zealand was the least corrupt, with last year's winner Denmark as runner-up and Singapore third.

Street corner ‘tutorial’
By memphis7 on Sun, 25/10/2009 - 9:24amI just had to post this...from an editorial
THE kids watched as I tightened a shoe lace along one of Cagayan de Oro city’s poorer but remarkably clean-swept barangays. A tutorial on urban sociology was the last thing I expected.
“My mother is in prison,” volunteered Clara, 7. Why? “Shabu,” she said matter-of-factly. Paula, 6, claims a neighbor rival tipped off the cops. “Her mother burned all the shabu before the police arrived.”
Will you visit her in the Davao jail? “We have no money. But my lolo has been released.” He’d also been in the clink for drugs. “He often beats us though,” Clara gripes.
They proudly point to “our school.” Paula likes to color. “But I have no Crayolas.” Clara’s schoolbag has a book and a pencil. Nothing else.

Qatar was rated 22nd overall in the list of 133 countries which was topped by Switzerland.
The world's largest producer of liquefied natural gas pipped the UAE to the best in the Gulf title with the emirates coming in 23rd.
Both countries have moved up the global list since 2008 with Qatar jumping four places and the UAE up eight places.
Abu Dhabi, Doha link to cost $13bn
By _noms_ on Sun, 06/09/2009 - 11:30amA proposed causeway linking the UAE capital, Abu Dhabi, with Doha in Qatar may cost about $13 billion, London-based Middle East Economic Digest (Meed) magazine reported, citing a consultant that could be involved in the project.
Mohammed Ali, regional adviser with Denmark's Cowi, said the the latest design envisages linking the two cities via a 65-kilometre bridge across the Gulf, Meed said.
Cowi is likely to be involved in the project as a consultant. It is already involved in a project to build a causeway between Qatar and Bahrain, Meed said.
The original design for the UAE-Qatar causeway, which was first developed six years ago, was for a 40-kilometre link. This was changed due to difficulties with the route, which ran through Saudi Arabian territorial waters, Meed said.
