What ever change you wanna do for your car must have to go through the knowledge of the police. I think it's better that you first seek their take on this and proceed.

Yes in theory it is allowed, but the overall Diameter of new rim and tire should not be larger than the original diameter of original rims and tires together.

So if with a normal Car you got a Nissan Tiida or equivalent car it would not fit at all. But why would you do that ? your Tires has then to be ultra low profile and with all the Potholes in Doha you would have a night mare ride, trust me I know.
