waheed, penalities can be transferred from a person to another one.

pakistani or not, this is not the point.

here, someone shared an experience between two people, one pakistani and one filippino, it does not mean that all people are alike.

My dear you should not mention pakistani . Because of one pakistani you cannot blame all of pakistani.

For your information if your colleaque don't know arabic also pakistani guy cannot cheat him because their is police to deal with him police know arabic and police is making deccesion . Not your philipino nurse.

Just be careful, happened to one of our staff nurse.

He's a philipino, who wanted to buy a 2nd hand car from a Pakistani guy. They went to the traffic dept to change the istimara, then the officer told the pakistani guy that he has few summons.

The pakistani guys (speaking arabic) told the officer, no worries, and that my staff will take care of it after they change the ownership.

Little did the pakistani guy know that my staff has been working in the ME for the pass 8 years and understand arabic.

He then walks away from the arrangement.

Moral of the story is, always check all you can about the car before you buy it, not only the technical but also the legal area as well.

The owner has to clear the fines before he can transfer the car in your name!

No! before he can transfer the ownership/paper works to you, he has to pay the fine that is part of the process! :)
