HH The Amir Sheikh Tamim bin Hamad Al Thani voiced his optimism that the Emergency Arab-Islamic Summit, convened in Doha on Monday, would strengthen collective efforts to confront Israeli aggression and unify regional stances.
In a post on X, HH The Amir wrote: “The emergency Arab-Islamic summit in Doha today is a clear message in the face of Israeli state terrorism against our region, and outcomes will effectively contribute to intensifying our collective efforts and coordinating the positions and measures of our countries, unifying our voice and stance. Our gratitude to the brothers for their support with the State of Qatar and its people in this attack.”

Chaired by HH The Amir, the summit brought together leaders of the Arab League and the Organization of Islamic Cooperation (OIC) following the September 9 Israeli airstrike on a residential neighborhood in Doha.
The attack, which killed and injured civilians - including a Qatari citizen - also struck schools, nurseries, diplomatic missions, and facilities hosting negotiating delegations engaged in Gaza ceasefire talks.
Leaders described the strike as a flagrant violation of sovereignty and international law, a grave escalation against mediation efforts, and a direct threat to regional and global peace. They praised Qatar’s measured response and reaffirmed full solidarity with its people, sovereignty, and stability.
In their final communique, leaders unanimously condemned Israel’s aggression against Qatar and wider practices of genocide, ethnic cleansing, starvation, siege, and settlement expansion, stressing that such policies undermine peace and coexistence.
They emphasized that targeting Qatar - a principal mediator alongside Egypt and the United States in Gaza ceasefire and hostage negotiations - was also an assault on diplomacy itself. Israel, they declared, bears full responsibility for this escalation.
The summit highlighted the failure of the international community to hold Israel accountable, warning that global silence has emboldened repeated violations and threatens to dismantle the rules-based international order.
Leaders welcomed the UN Security Council’s September 11 Press statement condemning the Doha attack and reaffirmed support for Qatar’s sovereignty. They also called on the OIC to examine suspending Israel’s UN membership for persistent disregard of resolutions, urged member states to enforce International Criminal Court arrest warrants and ICJ provisional measures, and demanded broad legal and diplomatic measures including sanctions, arms embargoes, and reviews of ties.

Humanitarian concerns in Gaza featured prominently. Leaders denounced Israel’s siege tactics, deprivation of food and medicine, and forced displacement of Palestinians as war crimes and crimes against humanity.
They warned of the catastrophic consequences of annexing any occupied territory, rejected any attempt to impose new faits accomplis, and stressed the need to implement the Arab-Islamic reconstruction plan.
A Gaza Reconstruction Conference will be convened in Cairo after a ceasefire to mobilize donor support. The communique also welcomed the UN General Assembly’s ‘New York Declaration’ backing a two-state solution and the upcoming international conference in New York, co-chaired by Saudi Arabia and France, to secure recognition of a Palestinian state with East Jerusalem as its capital.
The statement reaffirmed historic custodianship arrangements over Jerusalem’s holy sites, recognizing King Abdullah II of Jordan’s exclusive authority over Al Aqsa Mosque, and endorsed the role of Morocco’s Al Quds Committee in supporting Palestinian steadfastness in Jerusalem.
Leaders condemned Israeli rhetoric exploiting Islamophobia to justify violations and reaffirmed the Arab Peace Initiative and relevant UN resolutions as the only legitimate framework for peace. They insisted that a just settlement requires ending the occupation and establishing an independent Palestinian state on 1967 borders with East Jerusalem as capital.
Collective security was another major theme. The summit endorsed the Arab League’s resolution ‘Shared Vision for Security and Cooperation,’ stressing unity in confronting regional threats, noninterference in states’ affairs, peaceful dispute settlement, and the elimination of nuclear and other weapons of mass destruction from the Middle East.
The communique rejected Israeli threats to target Qatar or other Arab and Islamic countries as provocations that endanger international peace. Leaders also warned against further aggressions in Gaza, Lebanon, Syria, and Iran, citing grave consequences for regional stability.
The final communique concluded with appreciation to Qatar, its leadership, and people for hosting the summit and for its tireless mediation efforts.
Leaders commended Qatar’s humanitarian, educational, and peace-building initiatives and recognized its role in fostering Arab-Islamic unity.
The summit’s unified stance reflects a pivotal moment of regional determination: to confront Israeli aggressions, support Palestine’s legitimate rights, defend Qatar’s sovereignty, and press for a just, lasting peace rooted in international law and collective action.
