Qatar ID remain same once Born in Qatar?

Hi,

One of the Mandoob had mentioned that once a child is born in Qatar its QID remains the same throughout the life, even if they leave and come back after a few years, they will be issued the same QID number. Does anyone know about this? And if there are any government documents supporting this, it will be really helpful.
