Police check certificate from outside Qatar?

Hello, hoping someone can put me on the right track. 

I lived in Doha for around two years over 10 years ago. I left in 2012, but I now need to obtain a police check certificate of no criminal record for my time spent there. It's for immigration purposes in another country.

Note: I no longer have my old passport with my original Qatar work visa inside (it was lost), nor do I have the work permit card itself. I basically have no proof of ever having lived there. But I'm assuming the authorities would still have me on record somewhere.

Does anyone know how I should go about getting this PCC from outside the country? And is it even possible without the original passport and work permit?
