Hi all... I have a friend who is in a sticky situation and would appreciate your advice. He previously had a minor offence and now wants to go home but had to surrender to police since he cannot pay his fine. But police told him to seek advice from a Qatari citizen or pay the fine. This is all confusing and new since he already has filed the case online as I have attached in the screenshot.

Any advice on this would be heavily appreciated.
