Is private health insurance policy mandatory or only the Hammad card will be sufficient for expats ?

Hi !! I have recently moved to Qatar, under the sponsorship of my husband.

Is it compulsory to take a private medical insurance policy or the government's Hamaad card is sufficient ? How early after receiving the QID should I apply for the same ? Are there any penalties in case of delay ?
