Sorry but in my opinion , graffiti is not art if it is carried our randomly in public places.
If you want to display art, then there are many mediums / channels to do it
In most cases, these so called artisits ruin the ambience of the place and leave it to local authorities to pick up the tab for cleaning
I think that when commissioned properly, graffiti can be considered art. The video shows wonderful examples of this. However, most graffiti is NOT art. It is simply kids or "wanna be" still kids with spray cans making a nuisance of themselves. These are the kinds of things that need to be punished and punished severely.
