HBKU’s College of Public Policy and College of Law to convene a timely discussion on UK-Gulf relations

A forthcoming talk being presented by the College of Public Policy (CPP) and the College of Law at Hamad Bin Khalifa University (HBKU), will shed light on the changing dynamics and increased ties between the United Kingdom (UK) and Gulf State countries. The guest speaker will be His Excellency Jonathan Wilks CMG, British Ambassador to Qatar.

'Understanding the Dynamics of the UK’s Relations with Qatar and the Gulf in the 21st Century' will take place on January 25 from 2.30 pm to 3.45 pm, Doha time, and will be jointly moderated by Dr. Leslie Pal, founding dean, College of Public Policy, and Susan Karamanian, dean, College of Law.

The talk will consider the marked growth in the UK’s relations with the GCC, and Qatar in particular, in the last decade. The UK is a second home to many Gulf nationals and their destination of choice for investment and higher education abroad. With growing trade and investment, the GCC as a bloc is the UK’s third-largest market after the European Union and the United States.

"The recent formation of the Joint UK-Qatar Eurofighter Typhoon Squadron, indicative of the cooperation between the Qatar Emiri Air Force and the Royal Air Force, further marks the growth in military and security relations between the two countries. 

While they share similar outlooks on various matters, both the UK and Gulf countries - individually and as a regional bloc - are undergoing profound developments on the domestic and foreign fronts, which are subject to policy divergences that require further study. 

“The GCC-UK relationship has deep historic roots but has also shifted with the changing strategic needs of the partners over time. The webinar will provide a solid and fact-based understanding of the dynamics of the UK’s relations with Qatar and the Gulf in the context of changing regional and global dynamics and power distribution. We are pleased to have a guest speaker with much knowledge and experience of the region to shed more light on this topic,” said Leslie A. Pal, dean of CPP at HBKU.

Dr. Susan Karamanian, dean of the College of Law, said, “The relationship between the United Kingdom and Qatar is strong, and it will likely strengthen in the coming years due to shared values. From a legal perspective, the UK common law and legal institutions have had a remarkable influence on commercial law in Qatar.

"The College of Law looks forward to the conversation with Ambassador Wilks and exploring how to further strengthen the UK-Qatar bond, particularly on the legal front.”
