There are several things to note.

First, with a heart functioning only 20% as you say, it would be very difficult for him to travel to Qatar from your country on a commercial flight. He may need an air ambulance.

Second, Hammad Hospital to my knowledge treats patients who hold a QID or people who are on visit visa and there is an emergency situation that has arisen which needs immediate attention. I don't think they will accept such a case as that of your father. If the government brings him in on humanitarian grounds, it is a totally different matter.

Third, I am absolutely sure that treatment in your own country will definitely be much cheaper than in Qatar. Getting a donor for a transplant is not easy.

Several years back, I needed a cataract surgery in one of my eyes. The charges in local hospitals was around QR 13000. I had the surgery done in my own country for around QR,1500 at one of the best hospitals in my city. This should give you some idea of costs.
