HH The Amir's visit to Malaysia will forge stronger Qatar-ASEAN ties

HE Ambassador of Malaysia to the State of Qatar Mohammad Faizal Razali said that the participation of HH the Amir Sheikh Tamim bin Hamad Al-Thani in the 1st ASEAN-GCC-China Economic Summit, scheduled to be held in Kuala Lumpur Tuesday, will reveal new horizons for solid cooperation that will benefit both countries and enhance stability in the region and beyond.

In an exclusive interview with Qatar News Agency (QNA), His Excellency said that HH the Amir's visit to Malaysia, coinciding with the Summit, will further strengthen the enduring ties between the two regions, and foster deeper cooperation in areas of mutual interest.

He considered that the upcoming Summit would strengthen the bilateral partnership and establish a model for multilateral cooperation between ASEAN), the GCC countries, and China, through ongoing dialogue and joint efforts. This would enable full realization of available potential and demonstrate a constructive commitment to the international community.

He emphasized that Malaysia-Qatar relations are in a phase of strategic collaboration, with a strong focus on economic diplomacy. Both countries have common priorities in areas such trade and investments, high-technology, energy, sustainability and sports. Malaysia’s robust manufacturing and service sectors complement Qatar’s ambitious development plans, especially in line with Qatar’s National Vision 2030.

He noted that there is a growing emphasis on people-to-people ties, with a particular focus on education, tourism, and cultural exchanges. Malaysia offers high-quality educational opportunities, as the number of Qatari students choosing Malaysia as a destination for higher education is increasing.

He emphasized the two countries' commitment to deepening collaboration in areas of mutual concern, such as security, regional stability, and humanitarian efforts particularly the ongoing crisis in the Middle East, noting that the two countries have witnessed intensified high-level visits and discussions.

He said that Qatar and Malaysia share a vision for a future of peace, prosperity, and deep interconnectedness, reiterating that the two countries' partnership is built on mutual trust, shared principles, and a firm commitment to multilateralism.

He explained that the two countries are fully prepared to drive regional growth and foster innovation, with bilateral trade increasing by nearly 49 percent in 2024, and cooperation growing across multiple sectors.

During his interview with QNA, His Excellency spoke about Qatari-Malaysian relations, which are witnessing one of their strongest points since diplomatic ties were established in 1974. The total volume of trade between Qatar and Malaysia increased by 48.9 percent in 2024, reaching RM6.3 billion (USD1.4 billion), compared to RM4.2 billion (USD911.9 million) in 2023.

Among the West Asia countries, Qatar was Malaysia's 4th largest trading partner, 7th largest export destination, and 3rd largest source of imports in 2024, His Excellency added in this context.

He revealed that Malaysia’s key exports to Qatar include iron and steel products; machinery, equipment and parts; petroleum products; processed food; palm oil and palm oil-based agriculture products; and manufactures of metal. Malaysian companies are active in Qatar’s trade, contracting, and services sectors, while Qatari investments in Malaysia continue to grow, notably in energy, manufacturing, and halal industries.

He noted the participation of Qatari firms had participated in events such as the Malaysia International Halal Showcase (MIHAS), which highlights innovation and sustainability in halal products and services. Other areas of cooperation are research and higher education, logistics, aviation, healthcare, foresight and data analytics, he added.

Malaysia and Qatar are also working together on the issue of Rohingya refugees in Malaysia. Qatar’s assistance through the Qatar Fund for Development (QFFD) has significantly helped to support the 200,000 Rohingya refugees in Malaysia. The pilot project in the medical and health cluster for the Rohingya refugees in Malaysia was implemented successfully and look forward to the finalization of the second phase agreement, His Excellency said.

In another context, HE Ambassador of Malaysia to the State of Qatar Mohammad Faizal Razali said that the ASEAN-GCC-China Summit stands as a significant milestone in ASEAN’s engagement with external partners, as this trilateral gathering unites three of the world’s most vibrant regions - Southeast Asia, the Gulf, and China - at a time when global economic uncertainty and strategic competition are intensifying.

His Excellency noted that the Summit will focus on strengthening economic resilience and shared prosperity, complementing ongoing cooperation in areas such as trade and investment, energy, agriculture, food security, capacity building, and connectivity development.

Potential collaboration among ASEAN, the GCC, and China spans a wide range of economic and strategic sectors. Key priorities include deepening economic cooperation to enable smoother flows of capital, goods, and services, as well as supporting market access across the three regions.

There is also a strong focus on creating synergies to foster long-term economic growth, sustainability, and resilience, particularly through advancing the energy transition. This includes the development of low-carbon and clean energy technologies, improving energy efficiency, and expanding renewable and alternative energy sources—areas that are especially important for ASEAN, His Excellency said.

His Excellency also touched on the inaugural ASEAN-GCC Summit which was held in Riyadh in 2023, marking a historic milestone in relations between the two blocs. He noted that a Joint Statement was adopted to set the stage for enhancing and expanding their partnership. This framework aims to leverage growth opportunities through closer cooperation, guided by shared aspirations for the future and the principles of the United Nations Charter.

He added that the Leaders welcomed the ASEAN-GCC Framework of Cooperation (FOC/ 2024-2028), which outlines measures and cooperation activities to be jointly undertaken by ASEAN and the GCC in the areas of common interest and for mutual benefit.

  The Ambassador also said that the 2nd ASEAN-GCC Summit in Kuala Lumpur is poised to emphasize the expansion and deepening of cooperation between ASEAN and the GCC across a range of priority areas such as strengthening economic partnerships, improving market access, and ensuring the smooth flow of goods, services, and investments. Enhanced collaboration in fields such as energy, infrastructure, food security, and technology are anticipated, building on the progress achieved at the first summit in Riyadh in 2023.

Regarding cultural and educational collaboration between Malaysia and Qatar, this sector has seen encouraging growth over the years driven by our shared values, strong people-to-people ties, and a mutual dedication to advancing intellectual and cultural exchange.

  In the realm of education, there is an increasing number of Qatari students who are choosing Malaysia for their higher education, drawn by the quality and diversity of academic institutions in Malaysia. At the same time, universities and colleges from both nations are pursuing joint research initiatives, faculty exchanges, and student mobility programs, His Excellency explained.

These collaborative efforts not only raise educational standards but also support the development of a knowledge-driven economy in both countries, through various bilateral agreements and memoranda of understanding between both countries’ universities, he added.

On the cultural front, both countries have actively worked to enhance understanding and appreciation of each other’s rich traditions. This is evident through participation in cultural exhibitions, film festivals, and traditional performances, all of which have fostered closer connections and deepened mutual respect between two communities, he said.

In another context, the Malaysian Ambassador to Qatar said that the primary focus of the ASEAN-GCC-China Summit is to review the Framework of Cooperation (FOC) for 2024–2028. Accordingly, discussions are anticipated to encompass a broad range of areas, including political and security collaboration, economic and investment partnerships, tourism, energy, food and agricultural security, as well as social and cultural cooperation.

Concluding his interview with Qatar News Agency (QNA), HE Ambassador of Malaysia to the State of Qatar Mohammad Faizal Razali said that the Malaysia-GCC Free Trade Agreement is expected to be officially launched at the summit through a Joint Statement between Malaysia and the GCC. This FTA is poised to serve as a pivotal instrument in strengthening economic ties between Malaysia and the GCC, establishing a foundation for sustained and mutually advantageous cooperation. It will also facilitate increased trade and investment flows and broaden economic engagement beyond traditional sectors.
