can transfer family visit visa to Work visa?!

I came to Qatar via X company Business visa and they told me they'll change to an employment visa.
It's been two months here, still, they are still not changing into employment visas. However, while checking on the MOI website using the passport number it says "Ready to use". (Medical & finger print not done yet)
I thought that they hired me temporarily, but based on the availability of the project they'll proceed with the work visit. if not they'll cancel the contract. fortunately, I got another offer and I am willing to change there.
But here, they are not doing it professionally, they said they won't issue NOC nor cancel the ongoing visa process. Kindly advise, can the new company apply for an employment visa even though the current visa is in process.
Is this possible for all country nationality. Our medical prescreening is done in our native country. But a colleague of mine suggested that I come in business visa and then it could be transferred to work permit by attending medical in qatar. Is this practically possible

Even though you have not signed the contract, visa is totally a different matter altogether. A Contract becomes important when you start working for the organization. From what I understand, your employers are playing it "dirty". They are keeping you in a limbo. The moment you sign a contract and it gets legalized, they will be in trouble if they don't get you under a visa and get you an QID.
As far as I can understand, in your case you can do just nothing. You can go for a new employer only after your current employer is willing to give you a NOC or cancel your visa.
My suggestion is that, you sign the contract and get it legalized. After that if the company fails to get you RP and a QID, they will be held responsible. Also, you should drop the idea of transferring to another company. This may not be possible in your circumstances.

still, I haven't signed my contract for the current job, NO sign of processing the current visa even though it is ready to use.

No, they cannot. In order for the new company to apply for a visa for you, the visa you have been issues must be cancelled first. You cannot be having two visas at the same time in the system under your name and passport number. I hope you understand.
