Minor under 5 year child name change

Hello ...
Anyone knows the process for name change of a child who is only 3 year old.
In qatar moi website it says now newspaper add is required in qatar. Already changed the name in birth certificate and got the the name change NOC from embassy.
Do i need to put add in india still or can i apply for new passport now.
When i enquired about this india.. got info that for minor below 5 years if changing the name from india its only adhaar required no news add.
But since the child have qatar id, cannot change from india i guess as the visa is linked to the passport on entry to qatar.
Please advise anyone who has gone thru the process.

Recently Completed the Name change process in Qatar
1. Changed Name in the Birth Certificate from Kerala(In Kerala for Minor, one time it’s Easy and don’t need additional documents).
Note : Passport name change from India for Minor is pretty easy now, Just take new adhaar and that’s all, since Qatar Visa is there, that’s not recommended.
2. Take NOC from Indian Embassy, required to fill a form, can get from outside agents. Required 2 photos, Passport and Qatar ID copies and original of Both Parents and Child.
3. Apply for Name Change in Metrash2 app, Will Receive a Memo.
4. Take the Memo from Metrash2 and the NOC from Embassy (someone else on behalf also do the job, send soft copies of Memo and NOC) to Give Newspaper Advert. in India and get the original Newspaper to Qatar, Prefer 2 News Papers as one need to be submitted in Indian Embassy (Just in case if required later).
5. Take the Memo from Metrash2 to give an Advert. In any Newspaper in Qatar. (This step is not required as per MOI for Minor below 7 years, but Indian Embassy won’t accept without it).
6. Wait 30 Days for the Indian Newspaper Advert, and 14 Days for Qatar Advertisement.
7. Upload the NOC from Embassy or Memo or Qatar Advert in Metrash2 to Complete the Name Change request in Metrash2 and wait for few days to receive a SMS as Name Change is approved.
8. Meanwhile Go for Passport Renewal in Embassy, Documents required: Passport and Qatar ID copies of the Child, mother and father. Both Qatar and India Newspaper originals (keep folded and mark to show the add.) 2 Photos of child for the passport. Original Qatar ID and Passports of the child, mother and father to been shown there.
9. Once received the passport and got the approval message from Metrash2, go to MOI office to update the new passport number and the Name in Qatar ID.
