FAMily Visit Visa for my Husband Requirements & Procedures

Hi. I want to get my husband from the Philippines. Can you advise what is the best way in getting a visa for him? Should I apply via Metrash or go directly to MOI? Currently I have the authenticated marriage cert (red ribbon) from DFA. So my next step should be- go to Phil. Embassy and have it stamped? Then go to MOFA for attestation? Is that correct? 

Then what is the next procedure? Apply thru Metrash app? What are the required documents that I need to upload? I just need to know the complete process please. Can somebody please explain to me blow-by-blow. Thank u!!
