I am Expecting an offer letter from a new company soon , but the new company is asking for the NOC and my existing compny is not ready to give me the NOC, nor they are willing to accept my resignation.

What can I do in this situation , Please advice.

Unfortunately, you can't do anything except ask for a raise for now and wait for relaxation of the rules for employees. Currently, employers have even got the access/right to reject your application from ADLSA system after you apply for sponsorship change. And if you'd go to ADLSA which is actually a "Labour and Social Affairs Ministry", they would only advise you to go back and settle things with your employer.
