If my parents come here on Visit Visa , Can I apply for Umrah visa for them ?

What is the process ?

And how they will come back to qatar once they exit from the border to saudi?

I believe they can go for Umrah from Qatar. There are some agencies that are in the business of getting you the Umrah visa. The last time I got a visa from them, they charged me QR300. As far as your parents return to Doha after Umrah, I doubt very much they will be able to return on the same visit visa. You can check this out with travel agents who may be knowing the rules better.
