There a new scam going on with the name "Al Safar Global Star". Could be the Crystal Sands Tourism changing company name. They are also doing the scam in same way. Website was recently created and they added fake review of themselves in the website.

A special committee should be appointed by the authorities to look into phishing and scams. If not, they will soon begin committing heinous crimes. Since these individuals were able to pull off the scam so successfully, numerous fraudsters are focusing on expatriates in Qatar.

Yes, could be the same people as Gulf Gate Tourism or Crystal Sands. They have found Qatar to be a haven for their criminal activities. That's possibly because they are operating as a legal registered company and as such have the protection they need from the law. Possibly also, these companies have a sheikh as a sponsor which gives them additional protection.
